1. Submit Requirements
Present the required supporting documents to the Civil Registrar’s Office (CRO).
Certified True/Photocopy of birth certificate of contracting parties If previously married – death certificate of deceased spouse or judicial decree of absolute divorce or judicial decree of annulment or declaration of nullity of his/her previous marriage. Pre-Marriage Counseling Certificate Application for Marriage License – P100.00 Miscellaneous fee – P50.00 Family Planning Seminar – P20.00
2. Evaluation
 CRO staff evaluates the submitted requirements.
If 18 yrs. Old but below 21 – parental consent or of persons having legal charge of them that shall be manifested in writing by the interested party, who personally appears before the proper LCRO, or in the form of an affidavit made in the presence of 2 witnesses & attested before any official authorized by law to administer oaths.

If 21 to 24 yrs. Old – parental advice. A sworn statement by contracting parties to the effect that such advice has been sought, with the written given advice. Should the parents/guardian refuse to give any advice, this fact shall be stated in the sworn statement.

3. Preparation and Evaluation of Application Form
 CRO staff types the required information on the application form then reviews its content and finally affix his/her signature. Parents are asked to sign wherever parental consent is required.
If 25 yrs. old and above – Certificate of no Record of Marriage (CENOMAR) from the National Statistics Office (NSO)
4. Payment of Fees
 Proceed to the City Treasure’s Office for payment of requisite fees.
 
5. Family Planning Seminar
Applicants shall attend the Family Planning Seminar. If both or either of the contracting parties are between 18 to 24 yrs. Old, they shall attend Marriage Counseling.
6. Interview
Proceed to City Civil Registrar’s Office for the submission of the application form and the interview. An oath taking follows the interview.

7. Publication and Release of Marriage License
CRO prepares the notice w/c shall contain full names and residences of the applicants for marriage license. It shall be posted for ten consecutive days on the bulletin board. Finally, CRO issues the duly signed marriage license after the 10-day publication.
