Local banks asked to install CCTV cams, alarm systems
Date: July 24, 2009

Banking institutions in the city are now required to provide Close Circuit TV (CCTVs) cameras and effective alarm system at strategic places in their respective establishments for use during emergency situations.

Mayor Hernani A. Braganza signed Ordinance No. 2008-12 which mandates the provision of these security gadgets within the premises of the banking institutions.

Under the ordinance authored by city councilor Orlando R. Go, all banking institutions existing and operating business within the territorial jurisdiction of the city are covered by this measure.

Bangko Sentral ng Pilipinas has issued Memorandum Circular 620 better known as the “Revised Rules and Regulations on Bank Protection” following a spate of robberies, hold-ups and bomb threats in the past.

The city council localized said measure to promote awareness and enjoin the banking institutions to implement the law.

While it’s true that Alaminos is relatively peaceful and it’s safe to invest here, the Braganza administration is making sure that the city is always on guard against lawless elements.

“Our banking institutions need to beef-up their security measure now to safeguard their company against pranksters and real dangers perpetrated by organized crime groups,” said second term mayor.

“We cannot disregard incidents that might cause considerable loss not only of bank deposits but more importantly the precious lives of our citymates,” he continued.

Today, there are fifteen commercial and rural banks in the city and are scattered within the central business district.

The city will soon create a composite team to conduct ocular inspections and submit status report on local banks that implemented the measure.

Local banks that will not comply with the ordinance will be fined or punished as follows:
First Offense = Fine of Php 2,500.00
Second Offense = Fine of Php 3,500.00
Third Offense = Fine of Php 5,000.00 or imprisonment of three (3) days on the part of the Bank Manager, or both, fine and imprisonment depending upon the discretion of the court.

On the part of the city government, it had already started beefing-up its security measures.

Part of the city’s major security plan is to also put up CCTV cameras in strategic areas and establishing a command post.

It also continues to extend support and assistance to the Alaminos City Police Office in terms of logistics and augmentation and training of personnel.

Evidently, the Braganza administration is working really hard to protect the whole city-home to more than 85,000 peace-loving residents, hundreds of business establishments and a tourists’ haven.

Compliance to said ordinance by the banking institutions is indeed a good start in helping the city government as far as the preservation of peace and order in the city is concerned. (CIO)
