Each municipality in the country has its own Law Making body known as the Municipal Council/Board. This was changed into Sangguniang Bayan, upon the enactment of Batas Pambansa Blg. 337,better known as Local Government Code, under former President Corazon Aquino’s time. March 28,2001 saw Alaminos as a new city of Pangasinan, thus the conversion of it’s Sangguniang Bayan to Sangguniang Panlungsod.

It is primarily composed of the Vice Mayor, in the person of Hon. Cesar C. Manzano and the City Councilors, whose main concern is the welfare of the people. The city’s SP is driven to make Alaminos City a dynamic city where the general and special needs of its people are attended to with effective ordinances and diligent consideration of social order. Its members, all dedicated in local governance and service, work together in advancing objectives concerning the city’s economy and human development. And in the presence of vital and urgent concerns, the SP creates special committees to answer that particular concern’s need for focus and special action.



Twelve committed councilors make up the City Council and work hand-in-hand with the Vice Mayor in the Sangguniang Panlungsod. The joint energies, wisdom and inspiring dedication of both the young and old members of the Council, together with the leadership of the City Mayor Hernani A. Braganza and Vice Mayor Cesar C. Manzano , harmonize well in local governance and public service.

The city is also blessed with a council and SP where voices of the men and women, the rich and less fortunate of the city are equally heard and given attention. Their offices are readily accessible to the public and the people’s concerns are carefully considered and deliberated upon by the many committees created to give the proper and immediate action to various issues presented by the city and its people.
