WINGS Project calls for the establishment of a high speed City-owned wireless infrastructure facility that will provide internet connectivity using wireless broadband technology. The project aims to connect the 43 public elementary and high schools in the City of Alaminos in support of the city's Bright Child Program. The Bright Child Program is the City’s core program under its Basic Social Services Agenda for education ,which was designed to build a well-educated, healthy and God centered citizenry as articulated in Vision 2015.

WINGS project is a critical support to the implementation of the various programs of the City especially in areas of public education, tourism, public order and safety, human resource development and good governance. By providing intra-network by and among schools, barangay halls, government offices and other institutions to the City Government, and together with the various information systems that were already developed in-house by the City thru its One System, One Government Program , data generation and sharing of information on real time can now be facilitated. With the WINGS Project, discussions on various issues and concerns affecting the City can now be enhanced.

How Much It Will Cost?

The establishment of the wireless infrastructure project that will cover the 43 public elementary and high schools requires a total outlay amounting to P 20 M. The final phase with a budgetary requirement amounting P 11 M has already been bidded out that will provided connectivity of the remaining 27 elementary schools sites. Based on the Terms of Reference, target completion date for the Phase III will be on or before July 31, 2010.
As to the establishment of computer laboratories, total budgetary requirements as designed for each laboratory amounts to P 1.537 M broken down as follows:

With the remaining 27 public elementary school sites that will be provided with connectivity, minimum total capital outlay requirement needed is about P 41.5 Million. Additional investment is however still needed for the first 16 schools covered by Phase I. The investment does not included however the cost of power, wage of computer teachers and repair and maintenance of facilities.
As to the security arrangement, this will be provided by the Barangay Councils as their counterpart manifested thru Resolution No. 01-2010 of the Liga ng mga Barangay. Meanwhile the different Parents Teachers Association (PTA) are being mobilized to support the project by way of providing funding counterpart to defray expense for electricity and water. In particular, the PTA of Dulacac Elementary School has passed their manifesto of support and has agreed that a P1.00 per day will be collected for each pupil for every use of the laboratory as part of their counterpart fund.
